As
with all systems, the first phase in clinical information systems is planning.
Planning involves the identification of the basic compositions from which the
system will be formed around. It includes the problem, assessments and the team
that would be behind the CIS.
First
under planning is the Identification of the composition of the CIS
management team. There are three teams, namely the CIS Steering
Committee, Project Team and Departmental Team.
The
CIS Steering Committee is composed of representatives from the different areas.
These areas include, but is not limited to: hospital administration, nursing
administration, medical staff, information systems, major ancillary
departments, health information management, legal affairs, consultants and
appointed members.
These
representatives are then in charge of providing oversight guidance to the
selection and integration of a new CIS into the organization.
The
Project Team meanwhile are the design and upgrading managers of CIS, composed
of the project manager and team leaders from each of the major departments.
They carry different objectives, such as to understand the technology involved,
including the restrictions of the proposed system, and to understand the impacts
of intradepartmental decisions.
Other
objectives of the Project Team are to make decisions at the interdepartmental
level for the overall good of the CIS within the organization and to become the
key resource for application.
Also,
the project manager must have significant implementation experience, and is
responsible for managing the software application development, hardware and
networks and all aspects of the healthcare project implementation.
Lastly, the
Departmental Team are the key implementors of the CIS. They have the task of
understanding the department’s information needs and the software features and
functions, of merging system’s capabilities with department’s operations, of
participating in developing and conducting end-user educating, and of providing
high level of support in utilization of the system.
